The World Bank may have funded some work in prison reform. As even offenders and criminals have rights, I'd like to approach it from the perspective of respect for observance of human rights, not just for the victim but for the offender. If there are injustices in sentencing based upon race, that would be good to discuss--that shouldn't be hard to find in Brazil or South Africa.
